The European Convention on Civil Liability for Damage caused by Motor Vehicles, drawn up within the Council of Europe by a committee of governmental experts under the authority of the European Committee on Legal Co-operation (CCJ), was opened to signature by member States of the Council of Europe on 14 May European Convention on Civil Liability for Damage caused by Motor Vehicles Strasbourg, V Preamble The member States of the Council of Europe, signatories of this Convention, Considering that the aim of the Council of Europe is to achieve a greater unity between its members.

The Convention aims to establish a system of compulsory insurance in respect of civil liability, guaranteeing compensation for victims of damage caused by motor vehicles.

Each Party undertakes to introduce in its municipal law a system of compulsory insurance which should comply with the provisions annexed to this Convention (Annex I).
